My answer would be it depends on the situation.
If im home alone then im naked anyway unless its really cold.
Out in public or somewhere risky i usualy just undo my zip unless im feeling really daring and i strip.

Yes, sometimes when masturbating in unusual circumstances, some clothing must be kept on, but if there is any chance of being nude, I would opt for full nudity.
