Well it seems as though everyone is worried that the slaves here are not honest and loyal. So with that there is no way to enforce the curfew. Even if you tell them to take a picture wearing something all they have to do is wait for the orders take the picture, then get ready and go out for the night. No matter what you do they can still leave, after wards.
