Make several sets with your dresses.

Each set if contains undergarments couldn't contain outter clothes. That is the sets either will contain only outer clothes (no uundies in this set) or only undies (no outer clothes)

Make at least 6 sets

Now chose 6 places, 2 public, 2 semi public, 2 private where you can go with the dresses.

Now roll a dice, use the number to chose dress set.
Roll again to chose place
Roll again, now multiply the number with 10 and you have to be in the selected place with the selected dress for that number of minutes.
