So here's a modifed version.

Tie each ball separately. Then Tie around your ankle so you can attach to your ankle. Now using a bungee cord attach your right ball to your left ankle and another bungee cord attach your left ball to your right ankle. Bungee cord should only be about a 1 foot long when not stretched.
