. I've told her a so easy thing, to send a topless picture, and she refused because she lived a bad period in the past, even if nudity shouldn't be a limit for her. I would like to be understanding and giving her time, but at the same time showing her who's in charge.

It's her who decides her limits though. Maybe she forgot to tell you it's a limit for her (and perhaps deserves to be punished for forgetting), but what you mean it shouldn't be one? You shouldn't punish a sub for having limits you don't like.
