Baby's Diapered Outing

This dare is one of three dares included in my Semi-Public Diaper Humiliation Triple-Dare, and is designed to be performed in conjunction with one or both of the other two dares, although it can also be performed by itself. Hello there, sweetie~! Today, you're going to be going on a fun little outing. But, before we send you on your way, we've got to make sure you're protected from any little accidents, don't we? Go put on one diaper, ensuring that you use a very generous helping of baby powder if you happen to have some (if you don't, then try to get some before doing this dare). Once you're appropriately padded, you'll be all set to head out on your little adventure, but there are a couple little rules you'll need to follow while you're out and about:

You must remain in diapers for the entire duration – no big kid undies and no going commando. The only exception is if you need to take off your diaper to change into a fresh one.
You must be in a place where there's always a moderate risk of at least one person being able to see you from the waist down (so time spent in a car, for example, would not count) for at least 20 minutes before returning home.

During your outing, there will be several additional tasks you can do to earn yourself points. Each of these tasks can only earn you points once unless otherwise stated. The maximum possible score is 100 points, but you must only earn 40 points in order to successfully complete this dare.

6 points – Take at least three spare diapers with you. I think a diaper bag would be most appropriate for a pottypants like you, but in lieu of that, a backpack, purse, or something similar would be acceptable.
7 points – Use an excessive amount of baby powder. You must do this when putting on your diaper before leaving. You must rub powder on your neck and chest as well in order to make the smell more pronounced.
8 points – You must bend over at the waist (no bending your knees, bent at least 45º from being fully upright) for at least 15 consecutive seconds. Also, you must see another person at some point while you are bent over in order for this to count.
9 points – Your diaper's waistband must be visible. This means that you have at least a centimeter of waistband visible around the entire circumference of your waist for your entire outing.
10 points – You must spend an additional 5 minutes out and about before returning home. You may utilize this option as many times as you like, but it is worth 2 less points each time you do so.
12 points – Change your diaper. You may only do this if you are already wet. You may change your diaper anywhere you choose, and you must change into a fresh diaper. Your used diaper must be deposited in a public trash can.
13 points – Wet your diaper. This must be done at least 10 minutes before returning home, must be done in a place where you risk being seen from the waist down while doing it, and it must be a fairly substantial wetting (stream must last for at least 8 seconds).
15 points – Double-diaper before heading out. If you change while out, then you must put your outer diaper back on and put a fresh diaper over it.

What kind of outfit is allowed to wear over the diaper? Regular clothes? If yes, where is the problem?
