I'm pretty sure it's generally not unsafe (except for allergics). If you swallow, it would. But otherwise, no. The tiny bit of soap you would use for the dare is too less to be effective. (I even tried that once myself, cause everyone says one would vomit and so on, but nothing happened in my case).
The next person may gives you another dare.
