Something like this, where orange is all the places he can move to. We can cover all of them, and he'll basically have to do a double move.

We have the next the Black and Yellow detectives on underground entrances. Good.

Guard the undergrounds in the vicinity, but remember you can't stay still you have to move from the spot you are on. You can move back and forth to the same spot if you need to. But pay close attention to his movements and chase and catch him when necessary and certain enough. But guard too.

He might take a ferry path next (water), look for the hidden move token clue. He is on a ferry station right now.

He still might use a hidden move as a trick now that I shared it with you. He has five hidden tokens. But guard the stations that could possibly take him farther away from us. That's priority.

I reviewed what you mentioned.

The moves you wanted to make weren't different than mine. Those are the exact moves I mentioned beforehand. Your saying "Moving the blue and green within one move of those this turn" is what I said before when I said

"Blue detective Bus to 157 Green detective Bus to 108"

That is what that is doing. But it's not only getting them within one move of the other ferry station locations, it's putting them exactly at the ferry stations and blocking him from entering there because he can't bump into us on the same spot.

The only other move I heard you said was when you mentioned yellow. The suggestions I made were only more specific for blue to green, so yellow is two detectives past that and not even mentioned.

I guess I was misunderstood :-)


Anyway,

Green detective takes the Bus to 108.

Now both the ferry stations from his location are blocked so he has to take a bus or a taxi

Not a valid move. 105 is a bus stop, so you can't bus past 105 directly to 108.

Mr X only has only one more double move token, so I like to think we're catching up to him.

Here is a map of all the places Mr X could be right now. Spots marked with an X are one move from one of our detectives, so a bit less likely, unless Sain is feeling brave.

Any ideas on a strategy here? Unless my math is wrong, our detectives once again have two moves before Mr X reveals himself again.
