It'll be really hard to describe to you how to tie yourself up, but the rest is as follows:
tools - rope, alternatively, cling wrap and tape

-rope/wrap one leg folded, and the other is hanged(or rested on the wall)
-bind your body to the balcony rail (or just body bind and lie close, so you can see passerbys)
- hand bound behind your back (tied to the ankle of the folded leg, if possible)

your legs spread in view, with one leg rested on the wall, body lie facing the 'view' on the floor (gagged if you like) (you can use a pillow to position yourself to have a nice view out)

Tie your big toes together, and tie a cord from them to an immovable item on the balcony.
If you have to cut the cord to avoid embarrassment, the dare continues for another day.

Of course you can add more things- dildo, clamps, plugs etc
Being impaled on a dildo: try wearing your wife's g-string (but the other way round, so the dildo will be supported and you still get a nice view of your erect cock)
