If you only change down to your underwear, before you enter the locker room move your penis and balls down to the outside of your boxers, along your leg. When you take your shorts off pretend not to notice and change quickly.

If you change fully nude in a locker room. When you take off your pants and underwear, hide them in a different locker. After you return from whatever you were doing, strip naked (or at least take your bottoms off) as if you are going to change, and start walking around pretending to look for your underwear. Ask some people who are near by if they've seen them

Next time you change in the locker room, you must strip nude and keep an erection the entire time you are changing. Do it in an area that already has people if you're willing.

Mine will be during track practice, we do strip nude while changing but don't shower there.
