For the whole Year 2015 you may not wear any underwear (no bra, no panties, no undershirt, no pantyhose, so stockings, no socks, ...) and you may only wear one layer of clothing at all times.

This means: If you want to wear a blouse you may not wear anything under that blouse (no bra, no undershirt, no t-shirt) and you may not wear anything over that blouse (no pullover, no jacket, no coat, ...).

So if its cold and you want to wear a coat you must be naked under the coat. If you arrive at the place you wanted to go you can change into a jeans and a t-shirt or a skirt and a blouse ...

This rule means furthermore that you can't no scarf over your blouse, no jacket over your t-shirt, no blouse under your jacket, and so forth ...

This means in addition that you may not war any item of cloths, that are overlapping. Thar means a t-shirt or a blouse must end above your skirt oder jeans. If ti's longer you have to cut it. If a jacket covers parts of your skirt oder your jeans you have to cut the jacket or you have to lower the skirt oder jeans or you have to leave off he skirt oder jeans ...
