If it HAD to be mutually exclusive, how about swapping every week?

For pleasure purposes I would obviously say females should be naked at all times.

The more interesting answer would be for all males to have to walk around naked. You would see all types of penises in varying states of flaccidity. You'd also get to see what happens to someone's penis in different circumstances. (When they get aroused, humiliated etc.)

A class system of sorts could also develop based on how well endowed men were.
