2-9 entries: 1 person gets published
10-19 entries: 2 people
20-29 entries: 3 people
Etc

You will get two people who will take a 50/50 chance (or less) and then the game is on.

The issue I think was is that there are a lot of games on GD and trying to get that number of people interested in a short space of time is hard.
