winner gets to install qustodio on losers phone. Or parental control of winners choice

this can be done without teamviewer like this
-winner makes qustodio account with some password to give away
-winner gives the email and password to the loser
-the loser installs qustodio on their phone with set password and email
-the winner requests a password change from qustodio (forgot my password) and then change it to something the loser doesnt know
-Loser doesn't know how long he will have to use the parental control application

loser provides remote controls like Teamviewer or Anydesk to the winner So winner can install parental controls take admin rights and install other software to restrict losers access till the winner decides the loser suffered enough.
