Winner has 15 points to make rules for the loser. Each rule cost for the type of rule. The Loser may reject rules, but the winner will be refunded the cost of the rule as well as 5 extra points to spend.
After that, the loser gets to spend 3 * amount of rules as amount of points to decide the duration of those.
