To answer your question, your counter is at 8.

The rules are as follows:

You're allowed to double post, but in case nobody else posts you need to wait an hour and then you're allowed to double post again, this on the other hand has nothing to do with whether you include the DOUBLE-Keyword or not.

Well, I understood that in general you are allowed to double post. But when you look at the times of the posts you notice that Cassandra posted its second post after 4min and Joe even in the same minute.

Yes, double posts are explicitly allowed. Just more than a double post isn't ... unless that 1 hour waiting time.

Background information: with high frequency of posting by multiple people this comes in very handy, as you don't have to refresh unless you had a double post. So it can get a bit quicker.
