well, you could start by listing the kind of things you like to do, the things you dislike doing and what kind of limits you have.

The lists generally are things that you might do for dares. things like crossdressing or having things in your ass or stripping in public bathrooms etc.
sometimes the list will have something to do in public places, like streaking in the park. The list could include your email address so that if the note is found you might get an email from someone commenting on it or willing to help you with some part of it.
Look at some of the lists on here and try to come up with one of your own.

but one little fact to add... when i started this thread i originally imagined there even odd or weird or disgusting or shocking things to be written on the list. of course this is no must, but i always found the idea of other people feeling "weird but interested" by my sexual behavior something quite arousing....

Putting things on the list that would push your limits and embarass you while letting strangers find your list and see what kind of things you like to do.

I'm working up a new list (I know I posted one before, but never got to it) and after I get a few items, I'm going to create and do some of the items on the list before leaving it someplace to be found.
