I'm a mod on a smaller site, and if we were to do this, let members vote mods in and out, there, the general members would oust the owner of the site. Some things happened in the past few months that not all details were released, they didn't need to be released, and most of the members did not like the mods decision. So letting just general members vote for the mods, that may work when a site is just starting out and needs to get a few mods, but with sites that have been established, it won't go right.
