Before you shower next time - roll two dice and add the result - that is how many minutes you will spend changing from hot to cold water and then hot again, etc. - every turn must be at least 1 minute.

Next time you have to change, if you are changing where you don't take off your underwear and you are around other people "accidentally" forget and pull down your pants and underwear too. Take a second or two to realize, and then pull up your underwear. Wear a short shirt that day too, or take your shirt off before hand.

If you do take your underwear off, have something in your ass while your changing, can just be something like a pencil. You can remove it when you've finished changing. It will make changing a little more difficult.

For me, I'll do this during gym or track.

If you change out in the open, hide your underwear in another locker other than your own. After you're done swimming, take your swim trunks off and pretend to panic when you can't find your underwear. Ask people nearby if they are around. Open a few lockers until you find them, and sigh a relief (if they are still there that is)

If you change in a stall, do your same dare, I actually thought it was a really good dare.

For me its during track practice.
