Here's one from me:

Wear a skirt (or a short), take a chain and a lock, and go to the park. You also might want to bring along a book to read or a well charged phone to play on. When you are at the (not so empty) park, make sure the key to the lock is hidden well out of your reach as you sit on a bench.

As for the task, run the chain through the skirt and your panties. This you should be able to do this even when people are nearby. Next you are to connect the chain to the bench. Thus while you still wear your skirt and panties, they are chained to the bench. Should you wish to leave the bench, for instance to retrieve the keys, you are forced to undress in the park.
