If a job requirement is the person needs good public speaking skills, can they turn down a person who stutters?

They won't necessarily turn down... but will hire someone else. Sure it sucks for the person who has a speech disability but employers will look for the person who fills the best their requirements, more in some fields than others.

In the UK they can't do that, if someone stutters and the job is for a call centre, by law they must take the person if they're suited skill wise.

The same exists in the US, but if given the choice between two equal candidates and they have to choose, they will choose the one without the stuttering problem. If the one who stutters however is significantly better, they would hire him in most cases

It all depends on the job. If it is someone like a talk show host, of course they will give it to someone who doesn't stutter. If it is an account that requires more skill than speak, then without a doubt the smarter person who does stutter but knows more will get the job
