Like with all fetishes/likes/kinks its down to personal preference and most likely each will like or dislike it for a different reason. Not everyone likes it.
It would kinda be like asking why do guys like cross dressing?
Not every guy does and no one person can answer for why ever person would.

I am sort of neutral on wedgies, I have to be in the "mood" to enjoy them, and even then I only like certain types. And idk what underwear other girls are wearing, but the thongs and boyshorts I wear don't give me the same feeling as a wedgie lol. Maybe on a very small scale, but if they fit correctly they shouldn't be that uncomfortable.

I think a lot of why girls (and guys) enjoy wedgies is the symbolism of it. Wedgies are "supposed" to be given to you by a bully or someone else in mean spirits, so it is intended to be degrading.

When you do it to yourself you have control over the situation, but it's still at least a bit embarrassing, especially if you wear them long term under your clothes and interact with friends or family. You definitely wouldn't want them to find out, so I think psychological humiliation has a lot to do with why people enjoy wedgies, as well as the pain.
