It's approximately 35 square feet (5 feet by 7 feet) So it would be a small cell, but it would work.

Well the prisoner was planning to use it as a punishment cell when the basement was finished (bunk bed room for regular cell). So yeah, it works.

Ok, but the conversion to meters isn't pretty... it's:

1.524 meters by 2.1336 meters or 3.2516 square meters.

Talking about punishment cells, HEAR me out. How about the prison of the bad management game having three different wings or levels? (ex. Outer, dungeon and pit)

Would just need three supervisors. A semi-kind one for the outer, a mean one for the dungeon and a sadic one for the pit. Priso*ers would only be sent down and up by higher level supervisors (to keep the butcher in check) and would earn their way up with good behavior anyway. Guards could always visit every level and do actions on the pris*ners that are there.

Inmates would confess their crimes at the gates (tasks) and they would get worst as they go down. Same for the custom tasks (within limits) that the supervisors and guards can give as an action.

Interesting. Something to think about when the prisoner is feeling creative enough to sit down and try to map out a workable game.
