For girls - during your period of course, and take it out when it's soaked.
For guys - I suppose you can wear it anytime, but leave it in for at least 4 hours.

Keeping a tampon in ass for 4 hours is not safe. Tampon will absorb all humidity from the skin and cause damages. Anus is not hydrated like vagina

Nonetheless, there are plenty of men that DO wear tampons (without being dared) and as long as you are SANE about it...
But then again this is the internet and you can't expect everybody to use their brains. Ah well, as getDare states - please research dares yourself before attempting them.

As for girls, I shouldn't have to say that wearing a tampon vaginally is not usually dangerous...
