(Sort of complicated): For the next month, whenever the loser is in diapers. When it is time to change or remove his/her diaper for any reason (either when you normally would or when the dare says you are allowed to), when you go to change roll a dice and multiply by 15. That's how many minutes you need to wait before actually changing.
