Prepare for the dare by wearing nothing on your lower body
except a skirt that can be taken off easily either by using
velcro at the side or a tie/clothespin you can open easy.
Also wear shoes and short socks of course.
On your upper body, wear nothing below your belly button.
Shave pussy and apply lipgloss to make people happy around you.

Now, stroll around in the city indoors or outdoors and pretend
you are looking for things to buy. When you're passing a
person walking in the opposite direction, make your skirt drop
to the ground as caused by that person passing, and pretend
not to notice. Then walk on in a direction away from your skirt,
not looking back, hands on sides, walking with long strides.

Count the number of steps you take (at least 10 steps or fail)
