Shoes without socks in winter?

Although I do love feet, this is one thing I actually don't get. I seen a woman today wearing a pair of dolly shoes without socks.

The reason I don't get it is because it's still pretty cold.

So do you wear shoes without socks?

If so, what shoes do you wear?

I'm not sure what dolly shoes are, but they do make socks that are very low cut for flats and such.

Sometimes I wear socks and sometimes I don't. But, with the exception of this winter, Florida doesn't really get that cold. I've seen a lot of people here still wearing flip flops during winter months...
