star raiting system?

Hi i was just wondering how the star ratings work on the stores?
I see there are some stores with up to five stars next to there story's.
Is it like a voting system or something else.

There is a "rate thread" option on between "search this thread" and "display modes" on the blue bar right above the top post. People seems pretty inconsistent about actually using it an how they hand out stars when they do, but its there.
