Stuff your bra with potatoe chips. Now go to a park bench with some foot traffic and tuck the back of your skirt in you panties. Sit down. Stay there until you get all the chips out of your bra by crushing them with your hands and shaking them out by shaking your bra without using your hands.

Then tricky part is making sure no one sees you. While you crush the chips it will look like your squeezing your breast. Then you wil be shaking them to get rid of the chips. You might take your time doing this and only do it when no one is looking, but the longer you stay there the more likely someone will notice your skirt stuck in your panties.
