The clothes my sister has are assorted dresses that go down to mid thigh. Blouses, t shirts, jumpers, coats, leggings, panties, bras(dont fit me), socks, tights

Be in a cute dress, and leggings with panties underneath when you greet the pizza delivery person. Of course, strip down to just panties when you do eat so you don't get anything dirty. While you can put everything else back, make sure you're still wearing her panties when she gets home. For the walk, t-shirt and tights should work. Just make sure to do your hair up. High ponytail, braids, maybe even in pigtails if you're daring.
