Public
Can be seen by the public
ie out in the street

Semi Public
Public place, but not seen by public
ie public toilets

Yeah, I think Ginger pretty much summed up my thoughts as well! To me semi-public would be like stripping totally naked in a public restroom stall or masturbating in your car. Where yeah, there's a chance of being seen, but if you are, you can easily and quickly resolve the situation. Public would be masturbating in your airline seat or being naked in the woods.

Public means anything done in general public places where you can - but not necessarily will - be seen by random strangers.

Semi-public means anything done in general public places where you cannot be (directly) seen, like indeed in a bathroom stall.

Public is anything outside of my house where anyone could see me at any point in time. Semi-public is backyard or windows/blinds open.
