Loser goes to public restroom of same gender in a mall, strips naked, closes all clothes in a plastic bag, keeping shoes on. Then throws it the farthest into another toilet stall making the bag slide on the floor (all stalls must be empty and have raised separation panels to do so)
Winner decides how much time loser must wait before running out of her/his stall to get clothes back (throwing a dice from 1 to 6 minutes max in a way loser may check)
Loser may beg winner to keep underwear on.
Loser must write a public report afterwards.
