If you do it right you can also actually be nude underneath.

I like the thought, but I’d say don’t leave them all on a table as the “take one” rules seems to be forgotten quickly just like setting a bowl of candy out.

Here is an idea I had. The theme is a hula girl. Make a bra from some coconuts or buy some simple ones in a costume shop. Put your hair up with some ties that looks like vines and add a flower head dress or something similar. Then you want to make a skirt. But the skirt is made out of open condoms. You will need a lot of them. Glue them to a belt , enough so they hang downs and partially overlap each other. It will be fairly short too.

The dare part would be to go without panties and to tie the top loose so there is a risk of boo and nipple showing. If you want something stronger and slutty, carry a marker with you and tell people they can guess the number of condoms in the skirt. They are to write their answer on your body. I have been looking for a picture of a balloon girl costume but haven't found one.
