Ok, while that is definitely torture, i like to keep blood and risk to a minimum myself. Cannot tell you what to do with my ideas though, so feel free to alter it how you see fit.

Get carpet runner that has the pointy nubs on it. Cut out shapes that will fit in her shoes and make her walk with the inserts in the shoes with the nubs pointed up.

You can also use candle wax. Make sure it's not too hot first.
Make the person wear shoes that are a size too small. Works great with heels.
Use hairdryer.

I also think she could take better care of her feet, by the way.

Find the tallest pair of stilletos possible (preferably ones that have a little buckle on them. Put a small padlock on there that only you can take off. Make her wear them all the time like cleaning or sleeping, or even pleasing you (except a small window of time for her to shower, unless of course you don't mind buying multiple pairs for water use)
If you want more, buy them a size or so too small.
You can also bind the straps together with a zip tie to make her strides smaller and must take more steps.
You can even put thumb tacks or gravel in the small foot space befkre she wven puts them on.

put some raw popcorn kernels in her shoes then send her to work for a day.. once she arrives home, welcome her by a caning/wax session repeat for x days. alter as you see fit.

I like the idea of high heels with a large portion of the sole cut out where the ball of her foot hits the ground. Then make her walk on a stone trail.
