I don't have t0 but there were 118 accounts made between 388 minutes, so approximately one new account every 3 minutes and 17 seconds. But during this thread posting spree, I checked constantly so there couldn't really be one off.

You can probably calculate t0 if t1 is consistent, which is not 100% sure.
