Originally this dare is intended for two girls. But it also works with more than two players. Boys may also play this dare if they're willing to cross-dress with people around.

The group decides on an event where they meet and stay for some hours. For example a party, a fairground, at school, a shopping tour or any other place where some people are around. This is up to you. Just decide as a group when, where and how long you meet at least one day before.

Everyone shows up in a skirt. The person with the shortest skirt wins and the losers have to give their panties to the winner.

I think it's a nice dare because both girls want to wear a skirt which is shorter than the skirt of the other girl. And both girls will come with an extremely short skirt to be safe. But still there is always one girl who loses and has to go pantieless at a public place with this short skirt.
