It's simple more people refer to the game which is pretty much constant use of the foot, football, where as most refer to the football with the 4th downs as american football. Also Euro football has been arounf a hell of a lot longer, and both were invented in Britain so i think the oxford dictionary and not websters gets to decide on this one.
