For me I'd rather be hard but I'm usually soft. The nerves can affect me and keep me soft, and the thought that if I am caught then it's less threatening and I'm less likely to get into trouble if I'm soft.

In the UK public nudity isn't illegal, but once you get hard it becomes a sexual act and is.
