I have to say I agree. It says 40 votes, not 40 votes for a given option

And the 2nd option "keep as is" doesn't add 1cm to the chain length.

So as things stand, I think the 35 votes for reduce by 1cm leaves 5cm between the ankle chains. And the 40 votes overall means 1 more vote and the handcuffs happen
