An app would be pretty epic, but probably very costly.

Making basic forum app is not a very complicated process, in case if site has an API. Unfortunately, as far as i know, vBulletin v3 does not have API by default, it should be installed separately. If one day admins decides to implement an open API for this forum, we could start to develop a free, open-source mobile app.
