I am in agreement about the context.

If they are acting like it isn't a big deal, then I might give a quiet "way to go" or other compliment, and go from there. If they continue the conversation, then I'd find out the whys and what for's and might join them if I have the time.

If they seem to be in distress of some sort, I'd would definitely find out what is up and help out if they actually need it. If they are just nervous about being dared or some such, then I'd encourage them and try to lessen their fear a little.

A long time ago. I lived in a area well known for seclusion. And I would often streak back then.. and the area was such that I got caught myself twice and those times led to other activities as noted elsewhere on GD.
