In my experience, chastity makes you very sexually frustrated, and wearing a chastity device serves as a frequent reminder. The idea of somebody being horny all the time, without any sexual release, is very hot. It also gives a lot of power and control to the keyholder, because the chaste person will usually be very desperate for release.

I think using chastity equipment greatly intensifies the experience. In my experience, denial is pretty easy to ignore without any chastity equipment (or at the very least, frequent stimulation without orgasm). It also requires the chaste person to be more honest and to have more self-control. And it diminishes the power of the keyholder. Unfortunately, I don't think there are many effective long-term options for female chastity belts (and if there are, they're very expensive).

Yes. Rules necessitate a punishment for breaking them. Negative reinforcement is important for encouraging proper behavior (same with positive reinforcement).
