Here's a rule for you: whenever you use the toilet, you must be stripped completely naked. Due to your public limit, you get an exception for if you're in a public restroom (since somebody could notice through the stall).

Also, I don't think this goes against your pee/poop limit (since you're still using the toilet normally and not doing anything gross with your pee/poop).
