Yes, that is correct: those are based on the number of posts. I think there was a post somewhere enumerating each but I would have to dig a bit to find it. Maybe I'll look into it tonight
As for the custom titles, moderators and admins have this ability. I don't know if that is the case still but way back before my hiatus people who made a donation also got that ability unlocked. But I will let other mods confirm if this is still possible now.
