First person says "Loser has to....." followed by some forfeit for the loser.
Second person accepts the above statement, they're willing to play.
Third person chooses which person they think should lose, that person then has to do the forfeit, the third person can then start their own loser has to

Loser has to... spend a day in either a speedo or bikini, nothing else, and has to volunteer to do a friends cleaning/housework wearing just a speedo/bikini
