Also going to point out the converse side of this idea: it is usually acceptable for guys to walk around shirtless in public, especially outdoors, however it's more of an issue if women are topless.

Now for my thoughts: Nudity itself, while socially taboo, is not sexual. It's our own thoughts and desires that make it so. Therefore, I would suggest that as long as no one is making any overtly sexual actions or comments, then nudity should be allowed, men and women, in most public settings.
