you should know how 'loser has to' threads work.
Person A: loser has to ....
person B: i want to take part
person C: Person A/B loses. Loser has to ...

and so on...
The twist is that the dares in this thread have to be about feet in some way. you can incorporate aspects of other kinds of dare as well (e.g. stay in a bra-connection wedgie and lick your feet for 10 minutes) but the daremust involve feet.
