Jemoer loses
Winner and loser both roll a d20, multiply the rolls together for the total number of spanks. Winner can divide spanks amongst body parts and choose implements as they see fit. If either roll a 20 spanks are doubled. If either roll a 1 change it to a 20 and triple the spanks.
