Most of them seem decent, but a few i don't agree with:
3. Putting a basically same thread in EVERY forum will result in a weeks worth of probation.
To me, this is pretty much blatent spamming and i see no reason why this wouldn't be banworthy.
4. You must have 175+ posts to become a mod.
i disagree only because it sorta encourages posting one-liners such as "good dare" and such only to get mod eligibility. To me a mod should be a poster of good and interesting things - an attribute which isn't really related to post count. (This is where a reputation system would come in quite handy)
Anyway, there's my thoughts.
