Well, I think rule #8 is pretty much self-explanatory:

"Posting pictures relating to a dare is ok (objects involved, diagrams, etc...). Posting a dare to send/post a pic or a person or the dare is not."

Now for the link, I'm really not that sure about this one (maybe another mod could clear that up...)

But, as it already been suggested, why not use the yahoo group for it? Just look in the TorD section's sub-forum "Truth or Dare Yahoo groups". You should get all the information you need there if interested...
